Under HCS, the Vice President of Human Resources position serves as the senior HR executive for the organization and provides strategic leadership across all human capital functions. This role is responsible for aligning HR strategy with enterprise-wide business objectives, advising the CEO and Board of Directors, and ensuring effective governance of labor relations, compliance, risk management, and organizational effectiveness across a multi-union environment. Requirements
What you will be doing:
- Strategic Leadership & Governance: Develop and execute enterprise HR strategy aligned with organizational goals and long-term growth plans.
- Labor Relations & Union Strategy: Serve as chief spokesperson or executive sponsor in union negotiations; Oversee interpretation, administration, and compliance with collective bargaining agreements
- Compliance, Risk & Policy Oversight: Ensure compliance with all federal, state, and local employment laws and regulations; Oversee HR policy development, interpretation, and enforcement
- Compensation, Benefits & Workforce Planning: Establish compensation philosophy, governance models, and executive pay structures; Provide oversight of benefit strategy and vendor selection
- Leadership & Organizational Effectiveness: Guide leadership development, succession planning, and executive coaching strategies
- Learning Strategy & Governance: Establish and oversee the organization's learning and development governance framework; Define enterprise learning priorities and leadership development initiatives
- Executive Talent Acquisition & Succession Leadership: Lead executive-level recruiting efforts for all companies, including C-suite, Vice President, and other senior leadership roles
What you will bring to the role:
- Bachelor's degree in human resources or business administration (Master's preferred)
- 12+ years of progressive HR leadership
- Significant experience in multi-union environments; demonstrated experience leading labor negotiations and arbitration
- Executive-level experience reporting to CEOs and Boards
- Advanced HR certification preferred
- Experience in healthcare, industry, or other regulated environments preferred
Additional information:
This position reports to the CEO and will be based out of the corporate office in Allentown, PA. They will be responsible for working the following schedule:
- This is an on-site position. The normal hours for this position are Mon-Fri 8:30am-5pm with flexibility to meet the needs of our partners at community events.
- The expected travel for this position is 15%.
