- This is work in the care, custody and control of inmates detailed to the operation and maintenance of a water treatment plant at a state correctional institution or facility.
- An employee in this job is responsible and accountable for the custody, discipline and security of inmates assigned to the operation and maintenance of a water treatment plant.
- Work involves supervising inmates in the operation, maintenance and repair of motors, pumps, valves, water softeners, chemical feeders, chlorinators, filters, flow records, controllers and related water treatment equipment.
- Work also involves supervising and performing the sampling and chemical testing of plant influent or effluent to ensure acceptable potability, pH level, purity, clarity, biochemical oxygen demand level, and the safety of the effluent for either human consumption or environmental protection.
- Work includes scheduling inmate work activities, assigning work, and reviewing work for adherence to established procedures and guidelines in the operation of a water treatment plant or on an assigned shift in a multi-shift operation.
- Work also includes training assigned inmates in the operation and maintenance of water treatment equipment, evaluating inmate performance, and supervising plant activities.
- Work is received through oral or written instructions and completed work is reviewed by a technical or administrative supervisor for effectiveness of results and continuity of services.
Job Function:
1. Exercise care, custody, and control over inmates
2. Apply physical force and intervention when appropriate and necessary
3. Lead and oversee inmates in the standard principles and practices used in the operation and maintenance of a wastewater treatment plant
4. Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp
5. Be mobile over all types of physical surfaces and levels
6. Spend prolonged periods of time working indoors as well as outdoors in all weather conditions
7. Spend prolonged periods of time standing or walking
8. Work all shifts and posts as required by operational necessities and emergencies
9. Work mandatory overtime in compliance with provisions of the Collective Bargaining Agreement, with little or no advance notice, whether on or off duty at the time of notification
10. Maintain regular and reliable attendance
11. Use and maintain various equipment and tools used in the maintenance, operation, and repair of a wastewater treatment plant
12. Operate basic office equipment
13. Maintain an active PA non-commercial Class C driver’s license or equivalent in accordance with assigned work
14. Maintain an active Water and Wastewater Treatment Plant Operator certification issued by the PA State Board for a Certification of Water and Wastewater Systems Operators in accordance with assigned work
15. Properly wear all portions of assigned uniform
16. Effectively communicate verbally and in writing
17. Establish and maintain effective working relationships
18. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet)
19. Visually observe inmates’ activities
20. Administer emergency medical assistance to both inmates and staff
21. Attend and participate in all mandatory training and/or testing
22. Travel as required
Requirements
- One year of experience in the operation and maintenance of a water treatment plant.
- Possession of a valid certificate issued by the Pennsylvania State Board for Certification of Water and Wastewater Systems Operators as a water treatment plant operator that is equal to or higher than the highest applicable class and type of water treatment plant to be operated.
- Possession of a valid Pennsylvania non-commercial Class C driver’s license or equivalent.
