We are looking for an experienced full-time Senior Vice President/Chief Financial Officer executively responsible for Central Pennsylvania Food Bank’s (CPFB) finance, accounting, internal control, audit, investment, payroll taxation and cash management, information technology activities, and cyber security. The SVP/CFO is accountable for the safeguarding of the organization’s assets, providing cost-effective and efficient internal controls, and leading enterprise risk management and mitigation strategies. This position has a thorough understanding of Generally Accepted Accounting Principles (GAAP), Government Auditing Standards, and federal, state, and local non-profit taxation and reporting requirements. This position requires an inspiring, passionate, collaborative, courageous, innovative, and visionary leader that demonstrates outstanding people and management skills. The SVP/CFO is a member of the organization’s Executive Team that is building a caring workplace community that centers our neighbors in need. Financial Oversight and Compliance:
- Promote high ethical standards and compliance with policies, laws and regulations.
- Provide direct supervision over Finance Department staff.
- Serve as staff lead of the Finance and Operations Committee and the Investment Committee.
- Manage all accounting, financial reporting, budgeting and tax reporting activities.
- Manage external audit and compliance processes to ensure complete, accurate and timely filing.
- Oversee, develop and implement all financial policies and procedures. Ensure that all internal controls are operating in a continuously effective manner. Advise and make recommendations to the Chief Executive Officer and the Board of Directors and subcommittees on matters of financial management and financial policy.
- Manage all investment accounting and manage the activities of the General Endowment Fund
- (“Endowment”) and the Operating Reserve Fund (“Reserves”). This includes overseeing CPFB’s third party investment managers.
- Lead and manage the organization’s annual budget process and integrate strategic plan goals into budgeting and performance management.
- In consultation with the Executive Team, develop and refine effective performance measurements and procedures for evaluating and improving the CPFB’s capacity to achieve our mission.
- Serve as a business partner for the Executive Team and Leadership. Meet regularly with Executive Team members to review current and strategic financial performance and develop projections for financial forecasting and cashflow management.
- Serve as a catalyst for advancing the organization’s strategic plan, Transforming Food Access. This role extends beyond traditional financial stewardship to actively shaping innovative, sustainable, and data-informed approaches that redefine how food access is delivered across the region. Establish a culture of disciplined experimentation, leveraging data analytics, scenario planning, and outcome measurement to pilot, assess, and refine new approaches to food access. Ensure that financial frameworks are not only compliant and efficient, but also flexible enough to support innovation, including the deployment of capital toward high-impact initiatives aligned with the strategic plan.
- In consultation with the Chief Executive Officer and the Development staff, support development and grant management activities.
- In collaboration with Human Resources, oversee the financial aspects of CPFB’s payroll and employee benefit administration.
- Manage insurance processes and broker relationships to assess and mitigate CPFB’s business risk insuring appropriate coverage and reconciliation of claims. Lead enterprise risk management and mitigation strategies.
- Lead the Finance portion of meetings of the CPFB Executive Team, Board of Directors, Finance & Operations Committee, and Investment Committee.
- Experience or substantial knowledge of the charitable food system or commercial food systems is preferred.
- Administer the record retention policy and related systems; serve as contract reviewer and administrator.
- Perform other duties and special projects as assigned.
Other Duties:
- In instances of a federal, state or locally declared emergency, CPFB is typically considered an essential service and emergency responder; all employees may be called in to perform regular or emergent duties.

Education and Experience:
Education:
- Bachelor’s Degree in Business, Finance or Accounting required.
- Master’s in Business Administration from an accredited university or a Certified Public Accountant license preferred.
Experience:
- Minimum 10 years’ experience in financial management; a professional demeanor and a thorough understanding of GAAP and financial management information systems.
- Significant financial management experience in a non-profit environment is a plus.
- Previous work experience in a non-profit organization and/or in an operational role or related experience, including management of a multi-functional organization preferred.

- Ability to operate standard office equipment.
- Must have extensive financial, accounting, budgeting, and reporting experience and the ability to work effectively at strategic, operational, and detail levels.
Supervisory Responsibilities:
- Will directly supervise four (4) or more employees.
- Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Responsibilities include interviewing, training, planning, assigning, and directing work, addressing complaints and resolving problems.
- Conduct or participate in performance evaluations of team members and provide feedback and recommendations to management.
- Minimum 8 years of supervisory experience.
- Ability to supervise and empower staff growth to meet organizational goals.
